CNN was getting the names/addresses/
location of the ppl needing rescued
and CNN was doing their BEST to get
rescuers to the stranded relatives.

I'll agree with it when it is like the woman (Jean Messereau??) on CNN or the reporter that was talking to the man who lost his wife. However, Shep partying in the French Quarter was too much. I also think he sounds like he is reporting a football game. I'll take non-emotional over Shep.

There is another hurricane on the horizon. Rebuilding or returning to the devastated areas is probably not an option at this time.

But one hopes not.
To have vast sums of even one major US city, with pockets of ghettoes, already without any social framework to speak of, family system, weak group cooperation, with high crime and drugs, and then uproot these people as a massive group, plant them in temporary residences for months on end, and tell them they cannot return to their area, you are more than likely not going to get the normal social order and obeying of instructions you would get from other US citizens in non-anarchic situations.
It will be a very touch and go situation, in my opinion, in dealing with this large, uprooted, impatient permanent underclass endemically steeped in the mindset of entitlement, which has little to begin with (for whatever reasons, mostly their own) and are being told now what to do and where to go. They very well may not like it and may raise a ruckus and loose their cool, and then the authorities have two battles on their hands. Let's hope not.
