no Disrespect here, the Dems refused to let it go to an up or down vote, and the consistution allows for recess apointments so a slot will not go unfilled, if the Dems actually did there job instead of being obstructionists this wouldn't have been an issues Bolton would have had his vote and if yes he would have been confirmed if no Bush would have presented someone else.
The correct headline would have been Bush Circumbents Filibuster and Appoints Bolton. The Senate wanted him. The filibustering minority in the Senate did not.
