You seem to like to point fingers at the president if anything goes wrong. May I remind you that the function of the President isn't to monitor commerce, it is congresses job. The President is one of three powers in our government. All three have to agree... Just because one has the veto power that is stronger than congress doesn't make him sole power to the rest of the government.
Therefore, it isn't Bush's fault as you intent, it is Congresses fault!
