Neither Bush nor Rice are stupid. And Chirac has been shifty and unpredictable in many of his international dealings. It's like trying to nail jello to the wall. It's particularly difficult if the guy is not just anti-U.S., but also corrupt.

All I can assume is that Chirac's identity is completely wrapped up in the EU. Perhaps our strategy is to target/discredit/diminish that, rather than him. It is a much bigger fish, and not so "personal" - if you know what I mean.
