The mitzvot you refer to in Deuteronomy was one of the one's that the famous codifier of Jewish Law, Maimonides, left out of his 613 "Most Important" mitzvot. Maimonides stated that not all of the mitzvot contained in the Pentateuch were relevant to every time and place. The "Carry your paddle around the camp" mitzvot is one example of a redundant mitzvot for the year 2005/5765.

A commandment like "Don't sexually abuse a child" is obviously relevant to all times and all places.

Khomeini tried to create a system of Islamic jurisprudence that he hoped the whole world would obey one day. Many other false masters of jurisprudence have also fallen by the wayside like Khomeini did.
