Nope. This means that the broad concept of government is established by God, but "every good and perfect gift" comes down from the Father, not evil. God cannot create evil, else He is at war with Himself. If God is giving us Hitlers, then we are screwed and we might as well be following Shiva or Vishnu or some other useless god.

He must PERMIT us to do those things that we have choice over---hence, He cannot save anyone against his will, nor can He install a government against the will of the people. The Egyptians sought to kill the Jews, not because God made them, but because they wanted to anyway. When it says God "hardened" Pharoah's heart, that is a mistranslation of the Hebrew PASSIVE voice, which means that God ALLOWED Pharoah's heart to be hardened. But it was in his heart already.
