Specter defended Einhorn. Specter got him off on bail and Einhorn left for years - not to be caught until 2002.

Precinct reporting is a random thing. The conventional wisdom is that urban and suburban areas with automated voting report sooner that rural areas with older equipment or paper ballots. This is not always true though as many times problems with machines or goofy poll workers (or fraud but we have to whisper that) cause urban precincts to report later.
