lol.....So why did the teacher want a picture of her? I could say that the teacher was probably a dirty old man and a pedophile who enjoys verbally abusing his students, but then I would sound as stupid as you, so I won't.

Here's my take...I haven't read the whole thread, so please forgive me if this has already been suggested.
I'm guessing that the teacher jokingly told the kids to throw the girl out the window (I've joked around with my own kids like that many times) and the students, being smart alecs, did it and then claimed "innocently" to the principal that they didn't want to get in trouble for disobeying.
Does anyone else think that it could have happened this way?

"Maybe they agreed with the teacher's idea?" Could be, but in that case it's more likely they are just thugs that enjoy hurting people. The school's not known for it's great thinkers and achievers. Then they weaseled out of it by claiming the teacher made them do it.
Regardless they failed to recognize the girl was within her rights and acted to injure her.

No one has a right to take your picture without your permission, except in very limited circumstances. Actually as long as you are in a public place, anyone may freely take your picture. What they do with that picture is limited.
Commercial sale/publication of that photo could possibly require a release from persons in that photo but it is not absolutely necessary if the person was photographed from public ground.

Roberts said he has been told that the school board will leave it up to the girl's parents to pursue criminal charges against the teacher.Oh, MAN, I hope they do it. And there are people out there worrying that home schooling will allow parents to abuse their children. Is this the alternative???
