It would be to our benefit if they rule against the US.
For the following reasons:-
1.The Mexican government has to accept ALL of the Vienna Convention conditions.
2.Under the Convention, the Mexican Consulates will be responsible for the COSTS of legal defense for its citizens.
3.Any Mexican national, or a holder of a Matricular Consular or a passport, arrested and charged in the US
and reported to the Mexican Consulate will become a charge
of that Consulate.
4.The COSTS of all such defendants ie Public Defenders,court appointed defense lawyers and even judgments will become the Consulates responsibility.
The costs to Mexico will be staggering, any city,county or State will be permitted to reclaim all trial costs via the US State Dept from the Mexican Government.The annual costs will run in the Billions of dollars.

KERRY: Larry, my instinct is to want to strangle that person with my own hands. I understand the instincts, I really do. I prosecuted people. I know what the feeling of the families is and everybody else.
But we have 111 people who have been now released from death row -- death row, let alone the rest of the prison system -- because of DNA evidence that showed they didn't commit the crime of which they were convicted.
After spending -- I myself worked to get a person out of jail who had been there for 15 years for a murder that person did not commit.
Now, our system has made mistakes, and it's been applied in a way that I think is wrong.
Secondly, I don't believe that, in the end, you advance the, sort of, level of your justice and the system of your civility as a nation -- and many other nations in the world, most of the other nations in the world, have adopted that idea, that the state should not engage in killing.
(APPLAUSE)
Because they have very bad memories of what happens when the state engages in killing.

Kerry I'm for the death penalty for terrorist, but I'll declare a moratorium on the death penalty @ the federal level...then after he appoints those 2-4 supreme court justices the rest of the US will soon follow.

The death penalty is opposed by most developed countries, but the issue has been a special source of irritation to Mexico.
And Mexico has been a special source of irritation to me.
The Death Penalty Information Center says 55 of the 121 foreigners on U.S. death row are Mexican.

The same way they refuse to enforce immigration law. They just flash us the Hawaiian (sp ?) good luck sign and then laugh in our faces. :)
