The CA State legislature on the other hand...

The only thing that's going to force the California legislature to its knees will be the capital markets.

I posted a piece yesterday about an additional $1B in borrowing that will soon take place (bailing out the unemployment insurance fund) that Schwarzenegger, possibly conveniently, forgot to mention in his budget proposal.

We are nearing the 6 percent limit and with the raft of bonding proposals included in both the March and November elections we are going to blow right through that ceiling.

If you want to derail this plan, I suggest you CaliFreepers work to have the Bond referendum fail.

That way, Arnie will be so busy trying to avoid a default after the bonds fail that he won't have time to pass a controversial bill like this.

If he can't pass it in 2004 he won't try to pass it in 2005-2006 because he will have to worry about his reelection campaign in a heavily Democratic state.

PS Just received my first March voter pamphlet in the mail.

It contains a $12.3B bond proposal (Prop 55). Combine that with Prop 58 and now you are at almost 20% of the presently proposed 2004/2005 budget and all those bonds have to be paid back out of taxes and user fees.

We're a-go-un backward...rapidly.

CaliFreepers work to have the Bond referendum fail.

I'm doing everything possible to spread the word but, anecdotally, the majority of residents in central California (anchor babies and their adult children) are dependent on the government for their survival and they are all for the bonds ... naturally

The latest polling I have seen shows that Democrats oppose the bond by about a 20% margin.

Republicans narrowly supported the bond - 42% YES to 37% NO.

Obviously the opposition from Democrats (who normally LOVE bonds) and support from Republicans (who normally are against bonds or at least skeptical) is based on the fact that this is "Schwarzenegger's baby."

We'll see if anyone on the right actually engages in a campaign against the bond.

Talk radio hosts have mentioned it - but there has not been a zealous statewide furor raised by them against the package... again, because some are hesitant to criticize Schwarzenegger's attempt to steer the state out of this fiscal crisis without an out and out tax increase (as the Democrats had pushed Schwarzenegger for).

No... if those who held a favorable impression of McClintock had voted for McClintock we would not have Bustamante as Governor, we'd have Governor McClintock.

I hope all of the "Conservatives" in California who voted for Arnie are beginning to feel the error of their ways.

I voted for McClintok. I knew he wouldn't get in, but I voted for him anyway. I was glad Schwarzenegger beat Davis, but were not to far ahead of the game.

WE NEED TO ELECT NON LAWYERS, NON CAREER POLITICIANS, PEOPLE THAT HATE BIG GOVERNMENT OR WE ARE GOING TO LOSE THIS COUNTRY, PLAIN AND SIMPLE. THEY SHALL BE ELECTED TO ONE TERM PERIOD. THEN GO HOME.

THE TWO PARTY CARTEL IS CHOKING OFF OUR COUNTRY AS THEY CONTINUE TO GROW THIS MONSTER GOVERNMENT.

This sound very simplistic, but it needs to be done. No special interest, no lobbist, no BS.

Lets recall Schwarzenegger! It'll be fun, just like it was doing Davis.

Here's the catch 22 that the capital market solution (borrowing) presents to Schwarzenegger's current recovery plan.

Even in a robust economy, bond offerings are occasionally secured by a dedicated revenue stream. Either a new tax or the dedication of a percentage of an existing tax. As the borrower's credit rating slides, that requirement is almost certain.

In California's current paradox the governor opposes new taxes but also proposes new borrowing. The dedication of existing revenue streams is the predictable alternative given the governor's posture.

This presents a dilemma however. If revenues are shifted from one priority to another and Schwarzenegger feels a 15% reduction in services is "draconian" then something has got to give.

That something is an inevitable increase in the existing tax structure or a new classes of taxes (the bullet tax, the diaper tax, the school attendance tax and any other new wacky tax the legislature can conjure).

These taxes will probably be from 2% to 5% greater than the existing, combined tax levels. They will be almost a dollar for dollar value of those bonds the exceed the recommended 5% limit for government bonding capacity.

If you exceed the 5% limit by $5B, then the new revenue stream must generate about $5B in new, annual revenues. Robbing Peter to pay Paul unless the state cuts its spending

McClintock had the highest favorable rating and the LOWEST unfavorable rating of all the candidates.

Exit polls showed that of those that voted FOR recall, 70% had a favorable rating for M but 88% had a favorable rating for AS!

Lets see.Davis got the boot because he wanted licenses for illegals so Ahnold was elected to repeal it, which he did, and now he wants to give them licenses.We've been had!Stinking RINO's. Bush included.

South40, I thought Mr. Arnold was opposed to DL's for illegal aliens. YOU WOULD NOT HAVE HAD AN $8 BILLION TAX INCREASE BECAUSE CRUZ COULD NOT HAVE WON -- 49% for Arnold and 13% for Mr. McClintock (with you voting for Arnold). The cruzer only received 31%. And in California, you need a 2/3 vote of the State Legislature for a tax hike. You're coloring your facts. What is Arnold's position on DL's for illegal aliens? And what's yours? Sorry, but Gray didn't get licenses for illegals ...and Arnold won't either. Count on it. We'll fry Arnold's plans, or terminate 'em. You pick the terminology.

Thank you for your comments. South40 and many others on this website majored in name-calling about State Sen. McClintock (a honorable and good man) all through the recall campaign. Now we're stuck with a double-crossing, scheming Kennedy liberal. The Arnold supporters deserve what they're going to get.

And why was SB 60 repealed -- not due to Arnold or the Dems? IT WAS THE FEAR OF GOD AND 500,000 Californians who forced the issue onto the ballot as a referendum. Arnold deserves no credit; he is a double-crosser. The Calif. Republican Assembly and hard-working Californians forced the issue. Now Arnold plans to stick us with this issue...but I guarantee that we'll stick it right back to him.
