Unfortunately, there is NO incentive for state and local politicians to lower tax rates, other than the fear of losing their tax base. In other words, unless enough taxpayers vote with their feet, and move to a lower tax state or city, nothing will happen.
I am sorry you are not in a position to leave - I do sympathize. Hopefully, enough others will do so, forcing politicians to make their tax rates more attractive.
Good luck. Eliminating the SALT deduction was exactly the right thing to do - there is no other way to hold politicians accountable. Allowing the deduction result in a federal subsidy and encourages - almost forces them -to raise taxes your taxes with impunity.
