Several tribal members who resisted were wrestled to the ground and handcuffed.

July 15, 6 p.m: Carcieri says he'll launch a full independent investigation into the raid and conduct of the state police. The governor said the state police were under orders to leave the property if they met resistance. He accused the Narragansetts of orchestrating the resistance. The governor apologized to anyone who was hurt during the melee.

Carcieri said he ordered the state police to execute a search-and-seizure warrant at the smoke shop, but to stop if they encountered resistance.

So the state police didn't follow the orders of the governor?
This is so obviously a CYA statement from the governor that it isn't even funny.

Follow the money.

Sounds like the Governor is addicted to the collection of cigarette taxes.

"Sounds like the Governor is addicted to the collection of cigarette taxes."

All of these issues are going to become part of the coming Culture War, I predict it, here and now. I can't even imagine the details, but I am quite sure armed conflict is coming.

Of course, we've got to trash the Islamofacists first, and that may keep us occupied for a generation or two.

After that, all bets are off!

I guess RI is slow to get the news that Indians are allowed to sell tax free cigarettes.

They just have to make it difficult for a cheesy raid like that to have good opsec. A blockable road, a truck, and a couple hundred of the tribe on pagers or SMS messages on their phones will do. Tribal security could release the trespassers after cavity searching them.

Excuse ME, sir, the State of RI was on the wrong side of the line. Res. people have a right to defend themselves against lawbreakers such as the thugs ordered in by the Governor.
They were ORDERED in ("We were only following orders...")?
Well, they followed an unlawful order. Good cops should have refused same. It was as wrong for the RI State Police to pull that s--t on Indian land as it would have been for them to do it in Pennsylvania!

See DEPARTMENT OF TAXATION AND FINANCE OF NEW YORK et al. v. MILHELM ATTEA & BROS., INC., et al. (1994), Moe v. Confederated Salish and Kootenai Tribes of Flathead Reservation, 425 U.S. 463 (1976), and Washington v. Confederated Tribes of Colville Reservation, 447 U.S. 134 (1980).

The United States Supreme Court doesn't seem to agree with your position on this.
