And while power generators are backing off future construction plans, Maviglio said the state has approved a power authority to build its own plants if needed "so we are not subject to those market swings." Government run power. Great. Buy stock in flashlights and batteries.

LOL!!! Gray Davis hasn't turned the corner with our energy situation yet. He got a very lucky break last year due to two factors: the federal price caps that temporarily cooled off the superheated energy market and the unusually cool summer we've had. This year Davis faces three factors he can't control: the weather, the budget, and the federal price caps due to expire in September. Depending on how he acts he could write his ticket to re-election or be defeated by Bill Simon. This is Davis' biggest challenge and how he addresses it will determine whether he gets a second term. And its Davis' call: not even his political thug Garry South can help him here and even that $28 million campaign war chest is just so much kitty box litter if voters get the news they'll be socked with sticker shock on their electric bills. For Davis this year with California's energy outlook can be summed up in one mission: deliver or die.

CA is facing a debilitating budget deficit, yet Maviglio is boasting that the state will build the power plants it needs??!! I'm sure it costs billions to build a power plant. What are they going to do--close down the schools to get the money for the power plants? Shut down social services offices?
I hope Simon recites most of this article as a stump speech.
