Just to help you understand this, every high school has a dress code. Most high schools don't have an administrative policy on dress codes, but those high schools have them just the same. The administration doesn't enforce them.

My son is 18 years old. When I tell him something that I know is true, he will try to debate me just to wear me down. When I answer one point, he will just shift. I have finally learned - don't debate a child, just tell him the truth.

You asked Khepera if he was going to the Perverts Ball. Calling someone a pervert is not a matter for humor. Khepera got suspended, probably for calling someone a simpleton. If you did not mean to suggest that Khepera was a pervert, I suggest that you say so outright. I see no reason why you should not have to abide by the same rules he does.

The phrase 'this year' implies that he has been in previous years. I wouldn't ask you if you were going to the Super Bowl 'this year' unless I knew that you normally went to the Super Bowl. That's standard usage of the English language.
