I believe your question depends on whether congress is in or out of session. I may have this back asswords but I think if congress is in session and he doesn't sign it, it becomes law after a certain amount of time (10 days? ) and if congress is not in session and he doesn't sign it, it is essentially a pocket veto.

I thought so. I seem to remember Clintoon let some of the GOP Bills pass in to law without signing them. Maybe Bush will do the same ?

If President Bush neither signs nor vetoes it, the bill becomes law within 10 days of arriving on his desk.
