The Fatah-affiliated group, the Al-Aksa Martyrs Brigades have been involved in much of the terror as has the Tanzim.
Neither is offically affiliated with Hamas or Islamic Jihad, they are PLO: Arafat's own.

Well if you mean by terror, terrorism, i.e. the targeting of civilians for slaughter, then if Arafat did that he is even more of a self destructive, PLO destructive, and Palestinian cause destructive, nutball than I imagined, if that is possible.
