The writer's opening sentence is a model of upbeat propaganda, a line flawlessly delivered, with no hint of hypocrisy. "With efforts to build Kosovo's police going well....": This, from a writer fully aware of the murderous aftermath of the illegal attack on Yugoslavia, and the ongoing occupation of Kosovo. No evidence is provided as to why the "efforts to build Kosovo's police" are "going well"--though there is massive evidence to the contrary, evidence that evidently hinders the writer's propaganda model. And to state that NATO now hopes to "focus on keeping the province from becoming a haven for international terrorists and on fighting organized crime,"means that now, deus ex machina, NATO has the power to do what it said it would do anddid not do, nor intend to do: Provide security for the vulnerable, and disarm and arrest criminals and terrorists.
"Troops now engaged in routine tasks such as guarding their own barracks....": One almost imagines a sentence such as this is written for comic relief, or to see if anyone is really listening, or alive. Here in a pathetic image is the policy of "force protection," at the expense, of course, of those that should have been protected.
The writer also states that because the ethnic Albanians and Serbs now "have a greater voice in how the province is run, they will become more accountable for Kosovo's ups and downs...." Ups and downs? Murder and mayhem? Here, the writer diminishes the murders and vicious attacks, veiling the catastrophe: Why? Maybe, it is a simple as maintaining access to sources and staying safe in Pristina.
