I do have the ability to not run a donation when it comes in.

I get flakey ones with crappy comments frequently. I just trash them. So don't worry.

Trust me, this won't work. Websites run a balance and integrity check on the credit card numbers just to make sure the funds are there. That's what you see when you make the donation on the website, but the transaction hasn't actually taken place. It takes a verification of the numbers and amounts on the part of the Clinton Library to actually make the transactions, and that can only be done manually. Usually, it's a routine process, but if there's suddenly 100,000 more donations than usual and they're all for $.03 or so, it will certainly raise some eyebrows. The transactions will never have a chance to go through, and the credit card companies might very well "forget" to credit your $.03 back to your card.

Well, no. Any merchant has the right to refuse transactions. They don't even have to give a reason why.
