First time you are eligible to get out of the Air Force is the first time they can take you out of the cockpit, and imagine the assignment people coming to you and saying, "Okay, we are taking you out of the cockpit for a couple of years (bad enough) and we are sending you to the Army to live in the field." In order to keep the guys in they gotta be able to offer something, as the choice is, a) go to the Army and roll around in the mud or b) get out and fly for one of the majors and make the big bucks -- and not roll around in the mud. To help you make the choice to stay in you get priority on reassignment after your goround tour with the Army.
