Proposition 49 is a trap for liberals.

It is only funded when there is a huge state surplus, and it's pegged at about 10% of the surplus amount.

It's far from a big spending program, and of course it will be irrelevent until we've really cleaned up our act.

It's actually rather clever, if you think about it. A nice incentive to balance the budget.

In many respects, Arnold is not as conservative as I'd like him to be.

But he's smart.

I knew that D but I wanted to see if the other poster knew. To date not a single dollar has been spent on this program that some say will bleed this state dry.

Irrelevent. Do you think it was just a publicity feel-good proposition that won't cost anything? As soon the state has the money available, it's $450 mil per year. But, that's OK, it's for the children(tm).

The sad truth is the state of California will still be ungovernable after next Tuesday. Politicians have made way too many promises people expect to be kept and have written way too many checks the taxpayers can't cover. It's an absolute mess and no governor can fix it.
