Yes, the 2/3 was a compromise, but the south would have had more power if the slaves were counted in full. There was disappointment in the north, but it was considered a necessary compromise to get a strong enough union that could deal with slavery in the future.

Cali is a lawless land now. Breaking the law is advantageous to certain groups, and it is encouraged in many ways. The group most responsible for breaking the laws are the liberals, aka: the 'Rats.
The libs like ignore the Constitution and require 60 votes out of 100 for issues that call for a straight up/down majority vote.
If the 'Rats can't win by the rules (the Constitution), they take their cases to the courts and hope the liberal judges their create new laws to their liking from their Clinton appointed judicial bench.
And let's not forget the lawbreaking 'rats that have fled Texas, because they again want a super majority of lawmakers required to even discuss issues they don't favor.
The list of lawbreaking by the libs goes on and on..

And the more they break laws with impunity, the more laws they will deem breakable. Thir power is at an all time high, or else they could not do this.
The scarier part is that they now want to reverse laws so that breaking them would be the legal approach!
