You're right, as originally enacted in the 1930's during the Depression it was meant to be a program to keep old people from starving. Then, gradually, very gradually, it turned into a retirement program but one that is actuarially flawed. Now, people who refuse to plan for their old age depend on it.
I was one of the lucky ones. I have a defined benefits retirement package and savings and don't have to depend on SS. I feel sorry for the younger generations who are losing defined benefits retirement and will face lowered SS payments.
