Sounds like he's a stalking horse for Dean..Clark's criticism of all things Bush on the WoT will give Dean some cover....this is also possibly a try-out for Clark as a VP candidate..

From a Nato Website (http://www.nato.int/docu/handbook/2001/hb030305.htm):
"In the wake of the Military Technical Agreement signed by NATO and Yugoslav military commanders on 9 June 1999 and UN Security Council Resolution 1244 of 12 June, the basis for an international security presence in Kosovo (KFOR) was established. Russias participation in KFOR was made possible by the signing of a separate agreement in Helsinki. The integrated force became operational as Serb forces withdrew from the province and the work of restoring peace and stability began. Russia contributed the largest non-NATO contingent to the Kosovo force."
