It was 6 p.m. when the call arrived, an hour after actor Arnold Schwarzenegger had stunned California's political establishment by announcing on "The Tonight Show" that he would run to replace Gov. Gray Davis in the Oct. 7 recall election.
Schwarzenegger was on the line, calling potential supporters at the New Majority, the Orange County-based group of more than 100 wealthy, moderate Republicans who'd backed Richard Riordan for governor last year and encouraged the actor to take a stab at public office.
Schwarzenegger, the star attraction at a New Majority gala last year, arranged for a speaker phone to be sent into the private room at the Pacific Club in Newport Beach. There, New Majority board members were meeting with Gerry Parsky, the attorney who is President Bush's political point man in California.

In the opening salvos of the battle to replace Gray Davis, Republican gubernatorial frontrunner Arnold Schwarzenegger has been coming under fire for his support of Proposition 187 from the Democratic Party's chief Latino racemonger, Art Torres.
As long-time Californians will recall, Proposition 187, which appeared on the ballot in 1994 as the "Save Our State" initiative, would have excluded illegal immigrants from access to public services, including an education for their children. California voters -- including a large percentage of Latinos -- supported Prop 187 and the measure passed overwhelmingly, only to be subsequently overturned in the courts.

The top polling of the 135 candidates vying to replace Gov. Gray Davis will be invited to take part in a Sept. 17 debate characterized as a "conversational give and take," broadcast officials announced Thursday.
The moderated, roundtable debate will be held on the campus of California State University, Sacramento, which is sponsoring it with the California Broadcasters Association. The 90-minute debate will be broadcast on television and radio.

Recall is not an ideal process. It tugs representation in the direction of plebiscite. Representative government depends on a degree of trust, and on drawing proper conclusions when trust is violated. We may pick our representatives, and throw them out when their terms end. But while they hold office we should be stuck with their bad behavior, limited by the checks and balances of other office-holders.

The consensus among the Golden State's political elite is that the recall of Gov. Gray Davis is a catastrophe. It's easy to understand why the Democrats hate the recall; their man is being ousted. But conservative Republicans hate the recall, too. The national Republican Party has been surprisingly silent, fueling speculation that they'd prefer to watch Davis twist in the wind, buffeted about by a lackluster economy, record budget deficits and Draconian cuts in public services. Conservative columnist William Safire, a gleeful Davis critic, opined that Californians should behave like adults and live with their gubernatorial mistake until his natural term expires. Even Jay Leno, who knows a joke when he sees one, jibed, ``How dumb is California? People in Florida are laughing.''
