Ever had a deliquent bill turned over to a collection agency? I think that is how I would handle those who choose not to pay?
Let's see...50% (a collection agency rate) of $57k (accumulated fines per senator) x 11 (Chicken D's) = $313,500 (not a bad collection bounty)
