To address those concerns, the authors of the Trade Act of 2002 attempted to revise, expand, and reinvigorate the nation's largely moribund worker-adjustment programs.

Good hightlight Willie. Does this scare anyone else that the government would like to have its citizens trained to do some job of its bidding?

What on earth are they going to be "trained" to do? What industry isn't going to be offshored as soon as possible?
