These were professional handwriting experts that the police departments in their cities used. While there are many people like them, the field of handwriting analysis also attracts many charlatans, which is why you have to be careful about "a handwriting expert." Remember, a handwriting expert certified the Hitler diaries as genuine.
Dowd's handwriting expert is one he believes, but is that because he chooses to believe it or because the person is credible? We don't know without more information.
This is one of the reasons I don't find the Dowd Report all that convincing. Pete Rose may well have bet on baseball; I don't know. But Dowd has a long way to go before he can begin to prove it.
