Ziglar was appointed at INS because he was supposedly an administrative wizard and would get rid of the back-log.
Zigler then hired Stuart Anderson to be Director of Policy at INS which is the "Power Behind the Throne" position.
Anderson is a bonafide libertarian and had previously been an aide to Spence Abraham who had lost his seat to Stabenow. Anderson was credited with trashing the foreign student tracking program.
