It will lag until american companies start replacing outsourcing with americans, and until american companies close down their foreign factories and open up new ones in the United States.
Until then, we must cut federal and state spending by the total amounts of lost taxes from unemployed american workers to balance out after a reduced tax base.

This is just more propaganda for the doom and gloom crowd.
The economy is picking up, stocks are up, corporate profits are up and things are getting much better.
Ooops, wait a minute the article is about California, run by a Democrat....
Well then, things aren't so good, unemployment is up, companies are going out of business, things are going to get worse...
