My health club has banned all cell phones in the lockeroom to eliminate the temptation of some to snap photos. Now if I could only convince management to ban cell phones in the workout room so I don't have to listen to some jerk drone on and on about nothing for an hour as he/she pretends to exercise.

I used my PDA's digital camera to snap pictures of item descriptions/prices at Costco. Much easier/faster than writing it down.

I worked in bookstores for several years, people often hand copied page after page of information from our books and magazines, f course they did not buy them after that, just got up and walked out.
I cannot see much difference here.

You are assuming that there is enough room on a crowded Japanese train to raise your knee or aim it at the proper target.
I have pictures of anti-chikan (molester) sights in Tokyo subways. My favorite was a generic "behave" type ad compaign that had three "do not do" activities in red circles with the slash across it. One was a fist hitting a train employee. One was a hand hitting a vending machine. The third was a hand going up a woman's skirt.
What you also need to remember is that making a scene in public is considered bad form in Japan. The chikan count on them not screaming, fighting, or asking for help. Fortunately, however, many Japanese women are starting to make scenes, anyway.
