America's Founders were remarkably prescient about many things. But who can blame them for not anticipating a hijacked airplane diving at the U.S. Capitol?

That understandable oversight is why, in the wake of September 11, a bipartisan commission has been exploring how to ensure the continuity of government in case of another terrorist attack on Washington. Its objective is to help prepare for an orderly and legitimate transfer of government. The commission's first report -- on Congress -- will be released today. Reports on the Presidency and Supreme Court will follow.

Why does Congress have to meet in D.C. anymore?
They should web and teleconference from each state capital.
This meeting in D.C. is nothing but big boondoggle anymore.

Yeah, I have a relative who lives there who would join you, but you would be in the minority. Feinstein and Boxer didn't get sent from the peoples' democracy of ca to ruin the country for the rest of us by mistake.

Apologies, my bad about HI and RI, but easy to overlook RI :-) Not sure about VT - only state in the whole US that has sensible attitude toward concealed carry.

A President picked by only three people raises serious questions of legitimacy...

If the damage was serious enough to eliminate every person in the chain of Presidential succession including all Cabinet Officers then there may only be 3 people left in the country.

I believe that after 9-11 there is at least one person in the chain of succession who is hid away in a bunker somewhere many times it has been the Vice-President.

This proposed amendment is ridiculous. Let the "normal" process take place. If it takes four months, so what? What are they doing that is so all fired important anyhow, except shoveling pork to their districts?

Since we are supposed to be a federation of states, how about an amendment with the provision that, in case half or more of the states are unrepresented by any members of their congressional delegations, the governors of the states (or their appointees) will meet in convention and assume legislative authority until new congressional elections have been completed?
