I grew up in New Orleans - have only seen flashing during Mardi Gras, in the French Quarter. Not spring break. Moved to Virginia in 1988 - so if girls flash during spring break as a regular thing it's started since then.
On Mardi Gras day in the Quarter, anything goes. I once saw two men having sex on a balcony overlooking the gay costume contest on Bourbon St. I have photos of women showing their breasts and men wearing costumes that only cover their genitals - but only on Mardi Gras day and only in the French Quarter - basically on Bourbon St. and Royal St.

Which is it, 18 or 21? Or do we have a species of "half minor?" And, if so, how is that constitutional?

With all these charges, why aren't the perverts in jail? Raise the bail HIGH to they can't continue this disgusting trash. Oh yeah, that's a good use of criminal justice resources. Why don't reporters ever ask cops "How many default warrants do you have in your backlog?" or "What's your PD's solution rate for burglaries?" when covering stupid uses of police resources like this one?

Glad to see this. Those wishing to make porn movies for huge profit should at least verify that the girls they are using are over 18, especially when they are going through the trouble of renting hotel rooms and taking these girls back to them to do the filming. These guys knew damn well these girls were younger than 18. 16-year-old girls look like kids to me now that I am in my 30s. They didn't when I was 16, but now that I'm in my 30s, the difference between 16 and 18 is big in a lot of cases and very noticable.

Between the inexperienced drunk drivers (licensed at 17) and the hormone inspired bar fights, it was a bloodbath. A few years later, they raised it again.

It depends on the beahavior - alcohol is 21. Most things are 18, but it varies. And there is nothing unconstitutional about it.

What is in these videos is PG rated by movie standards. You have obviously never seen real pornography.
I will further contend that when a parent allows their under age child to go on spring break they have constructively consented to whatever they may do.
There may be a case of Child Neglect to make against the parrent, but there is no rational case against the photographers who documented their actions.
