Another Freeper who works in or with the Post Office, mauwiya, has suggested that all the letters were mailed in Florida and that except for the American Media one, they all got stuck in one of those corrugated plastic handling bins, or between two stacked bins, and didn't end up getting into the system and postmarked until the dates as marked.
My thinking is is was all Atta and his most trusted fellow 911'ers, that they took a visit to their targets -- both DC and NYC on the way north, and in the not-immediate but close vicinity of the targets posted the letters, and then by conincidence and timing, being picked up on the day nobody was paying attention to their work, the letters got bottomed in those plastic bins, per mauwiya's theory. The letters then made it in into circulation per the postmarked dates.
I'm wondering, though if Atta personally handed sealed glassine bag(s) to a very trusted cell member in NJ, and that fellow (or even two) posted some of the later letters. In that variation Atta, himself, mails the AMI and early September letters and one of the Jeresy crew's men makes one or two mailings early October. I don't like that theory because it adds more people, yet the October letters are really troubling per the lost in some postal bin model
(I apologize for not remembering the exact spelling of Freeper mauwiya's handle.)

The possible reasons for an undwerwater box seem to me quite reasonable.
#1 Temperature control without the need for expensive systems. Even within the average home with central air significant temp fluctuations are normal. In a submerged environment temp fluctuations are gradual and minimized.
#2 Secrecy - How to perform something like this in a remote area without exposing ones self to risk of being caught. Hiding right out in the open so to speak. No 'Unabomber' cabin to find here.
Additionally, if properly planned and executed there is no reason to believe that the envelopes would get wet. That's the easy part in this whole thing.

One last random thought:
Many of the people/groups opposed to U.S. policy have adopted common enemy alliance theory. The only rationale needed for these characters to work together or even in loose association is their common desire to hurt the United States. Is it possible Hatfill had some connection to the 19? Has anyone looked into that? It's a question I haven't seen much information on. Has anyone with access done a Lexis/Nexis on the school? What associations have been run? It seems to me that to find whatever connections exist between the perp and this crime you have to draw the loose circle around the center to find the connecting roads.

Check the Condi Rice quote linked in this thread:
http://www.freerepublic.com/focus/f-news/910235/posts.
Sounds to me like she's saying Saddam's still alive, and possibly under American management or even protection. It was a quote I had to read over several times.
Meanwhile the FBI continues to play their part, in the Hatfill kabuki.

"Hey, cricket, check out the UPI report today relying on "a source with insight into the investigation." Translation: someone with no confidential information whatsoever about the progress of the investigation."
Thanks. . .amazing; they are still showing footage of that pond. . .same story; and no real hurry apparently, to go a 'dredging'. . .

"I guess I suspect they will get around to draining it -- it's still muckraking. :0) "
Hope someone was able to help you with images. . .have seen the pond; but don't know where. . .and I am heading out of town for now.
Perhaps you have since caught this 'never-ending-story by now on TV. . .
. . .and yes, muckraking surely seems to apply here. . .pun intended, no doubt!
