test-fire an ICBM over the US homeland.

We could save the North Koreans a whole lot of pain by telling them now that test firing an ICBM over US territory would be a very big mistake.

Recently, the warhead of North Korea's 'failed' ICBM was discovered in Alaska.

Whether or not the warhead was inert, wouldn't this be an act of war?

Can we give the NKs the GPS coordinates of Portland, OR, Berkely, CA, and San Francisco, CA? I mean I would hate to lose any American city, but if we are going to lose any we might as well lose the ones that facilitated NK getting nukes by giving Mr. Bill political cover.

On the other side of this belief is the American response of TAD of NK. There is no proven method to pre-determine a "test-fire" from an actual attack, which could provoke a response NK can't afford to gamble with. Fools....

I bet we've been itching to test our newest weapons, but can't find a suitable testing site for a 500 mile shock wave...looks like N. Korea will fit the bill nicely. :)
