If you think the rest of the country has not been a target then you are sadly mistaken. The other attempts at hijacking were stopped in other areas of the country such as Dallas, Tx., Shreveport, La., etc.
New York is not the only state affected by terrorists. How much money is enough for New York to be protected? Besides, does Bloomberg consider upstate New York part of New York or is this for New York City only?

Does it really say each of "the states" or did the author include those words to support the premise?
Furthermore, if it does say "each of the states", then shouldn't all states get their share, in direct proportion to the tax money they give to the fed in the first place?

Exactly - they make the plan first, then ask for the freebies. Perhaps if they wanted federal help, they should have asked the fed for a plan. Actually, the fed already has a plan - the military stands by to respond to any attack regardless of which state it occurs in. That is the plan that we all share; New York deserves neither more nor less than the rest of us.
I'm certainly not willing to pay the police OT in New York. If people don't feel safe there, they can move.
