Create a surge of electrons in the environment, remove them, deplete the fused electrolyte with base-type metals, and what you derive cannot be produced by chemical methods. The hard part is in the first step - removing the electrons from the environment. Once you have that licked you're good to go.
Any decent industrial-grade paper electron filter should do the trick. I'll check the catalogs and get back to you.

Most cities in the USA require that when a skyscraper is constructed, one percent of the cost must go into 'art.' This usually results in some whiney ultraliberal 'artist' getting a megabuck socialist (or, technically, fascist) gravy train for putting his 'abstract' (read: talentless)sculpture in front of the building.
This came to mind when I saw that picture of the device. I think it's a lot cooler than most 'skyscraper sculptures' I've seen.

This technology has been patented in 42 countries. The YUSMAR system was tested several times in reliable research centers in Russia and the United States. It was discovered that the system produced about two kilowatts of heat per one kilowatt of consumed energy. This technology caused much dispute. Is it a perpetual-motion machine? Many scientists are convinced that this machine cannot operate ? but it does. I happen to know of a group of people in the US who purchased a YUSMAR device and tested it here extensively. Ooops, nothing unusual.
These are either deluded cranks or petty con artists. They make a few bucks selling test prototypes.
Sometimes they hit it big like Randal Mills who's raked in tens of millions, if not hundreds, to build research labs to investigate his "shrunken hydrogen."
Nice work if you can get it.

There's evidently at least 3 and maybe 5 or more methods to extract energy essentially free from the environment.
