According to Ahmed Rashid, the journalist who covers Afghanistan and Central Asia for the Far Eastern Economic Review, the reconstruction activity heated up beginning in September of 2002. Apparently the attempted assassination of Karzai was a wakeup call. Rashid is critical over the time wasted prior to that time, but thinks things are much improved now.
