'PROTRACT'. Basically lenghthen or extend. This is to do with the folding fins on the SEERSUCKER or SILKWORM cruise missile. Chinese supplied anti-ship missile. These type of missiles have already been fired at Kuwait since the war started.

Series-ly, it is just an inside joke to tease posters that don't reference a source for some breaking news they saw on TV. It is all in good fun.
I don't think Webster will be pulling us over for abusing the English language in such lighthearted jests. I make enough other spelling typos to keep the dictionary cops tailing me all over FR. :)
