Based on what I remember reading in the newspapers when they bothered to take the time to report what Gov Bush was saying then, I think what Gov Bush did was not so much a rebuff against Ward. Gov Bush's actions concerned the issue more than Ward.
The issue as seen by Gov Bush was this one: Should Ward's very divisive ballot issue actually go on the ballot here -- in this highly diverse state -- potentially causing great division among people?
I think Gov Bush's answer was: No. There has to be another way.
So, thinking out of the box here, Gov Bush did what real leaders do: he made a decision.
And, he issued an Executive Order, AND took the heat for his decision -- for a VERY long time, I might add.
In short - an A+ to Gov Bush for having enough guts and brains to do what many others can not do: Lead.

I had the privilege of sitting next to Mr. Connerly at a dinner about five years ago. He's one of the most principled and most far-seeing Conservative leaders I've spoken to. He's approached the campaign against race preferences with patience and persistence; he's receivied rebuffs and resistance from his supposed 'friends' in the Republican party with far more endurance than I could muster. He's clearly one of the towering figures of conservatism in our time.

Divisive? That's comical & silly. Divisive? to whom? Liberals?
The exact same referendum passed in Washington, a very liberal state with 58% of the vote.
The exact same referendum passed in California, another very liberal state with 62% of the vote.
Internal polls in Florida, a more conservative state than either Washington or California, showed a 70% preference for Connerly's initiative.
It is rather revealing that you use the word "divisive" as this is the same, exact word that Jeb used when he rebuffed Connerly.
I daresay that Connerly's referendum would probably be a 90% issue on FreeRepublic, which begs the question why you are against it as well as why Jeb was against it.
It is bascially a litmus test for conservatives and those who oppose the language/intent of Connerly's initiative pretty much reveal themselves as something other than conservative.
Lastly, conservatives are not too happy with Executive Orders being used instead of legislature or referendum by the people.
Of all the rediculous ballot referenda - bullet trains to nowhere, 16 per classroom as part of state constitution, pigs! - in Florida lately, it is unconscienable to me that a serious issue as presented by Mr. Connerly was sabotagued by Jeb Bush & his supporters.
The people of Florida should have had their chance to vote on this.
Jeb did not lead - he dictated - and took away the chance for the people's voice to be heard.
Those are the facts.

OK; Gene, I wasn't planning to return to this thread, and I didn't reread our conversation there, but, I realize now what happened (and, you're right - sometimes it takes me awhile).
You recall the word "divisive" and you thought: 90% of FL is conservative -- so, "divisive" is inaccurate and a crock of sh*t. Something like that. Right?
But, I recall reading the word "divisive" and I thought: about 40% could vote Dem/40% could vote GOP/and 20% are independents (like me) and you never know what the h*ll they'll do in the voting booth in FL -- so "divisive" is right on the money.
Now what you were seeking is revealed.
