Thye already exist at red lights. And the plastic shields that are supposed to block photo taking do not work.

Does not work...saw a show about this on local fox NYC news couple of nights ago. They tested it. looks like an infra red based camera that is unaffected by prisms or that spray stuff.

The trick is to leave the tailgate down on your pickup. It blocks the plate from the camera angle.
