Check out Hostsave.com^. $7.95/month and they support Front Page, FTP, cgi and lots of other stuff. My pet therapy^ organization is hosted there. Hostsave does a great job for us.

I was looking at SBCs package specifically because they don't care- alas, I am too far from the CO for DSL at any decent speeds. I think I can get 144/144 ISDN here- I am not going to run a server on that! :-)
Star Band says that they prohibit it- but if they don't bounce your account, then machts nichts.
Earthlink I don't know about, so I'll take your word for it. Attbi and other cable access providers will p*** in your Cheerios about it if they find out. The first thing they did to a friend of mine was to call him on the 'phone with a warning. He took down his server, so it wasn't an issue after that- but I am given to understand that they do take it seriously.
In giving advice to Mandingo it is his call if he is in an environment like that. I felt that it was a good idea to give him fair warning though and to check it out.
