House GOP Blocks Food Stamps Plan

WASHINGTON - President Bush's election-year proposal to restore food stamps to noncitizens has run into opposition from House Republicans who would rather use the money to benefit farmers.

The White House plan is popular with groups that represent Hispanics, a voting bloc the White House has targeted.

But a House-Senate conference committee that is negotiating a farm bill set aside the food stamp issue after House GOP members balked Wednesday at Bush's proposal. They want to restrict the number of immigrants who could qualify and limit how long they could get benefits.

"We ought to target those people who are most in need of assistance," said Rep. Bob Goodlatte, R-Va.

Legal immigrants were cut off of food stamps when Congress overhauled the welfare system in 1996.

Bush's proposal, which was included in a farm bill passed by the Senate in February, would restore benefits to an estimated 363,000 people at a cost of $2.1 billion over the next 10 years.

The proposal "would give a lot of hope to legal immigrants," said Rep. Eva Clayton, D-N.C.

But House Republicans want to take most of that money and shift it into agricultural research and subsidy programs for farmers and landowners.

The GOP negotiators said immigrants should be required to prove they have worked in the country for at least five years and should not receive food stamps for more than two years.

The Republicans also would deny benefits to any immigrants who have ever been in the country illegally for more than a year. Federal and state officials say that restriction would be very difficult to enforce.

"It's hard to see why they (Republicans) are digging in their heels," said Ellen Vollinger, a spokeswoman for the Food Research and Action Center, an advocacy group.

Farm workers, whose jobs are seasonal, would be among the biggest beneficiaries of the White House plan, experts say.

House members of the conference committee voted 8-6 along party lines to support the GOP proposal over the White House plan.

The GOP move also was significant in that it would break an agreement that leaders of the conference committee reached in March on overall spending levels for various sections of the farm bill.

That agreement earmarked $6.4 billion in new spending for nutrition programs over the next 10 years. Overall, the legislation would increase spending for agriculture and nutrition programs by $73.5 billion over the decade.

The negotiators are trying to merge a farm bill that passed the House last fall with the rival version approved by the Senate.

So far, the lawmakers have mostly been staking out negotiating positions on a long list of issues that range from the president's food stamp plan to new rules for farm subsidies.

Sen. Kent Conrad, D-N.D., said he did not expect the conference committee to make much progress before next week.

The bills are H.R. 2646 and S. 1731.

I'm a Presbyterian and we've been run out of so many countries I am not sure WHAT is in my genes.

I'm from North Carolina; we're LOADED with white trash here, so I try NEVER to judge anybody because of where/how/to whom they were born.

I try to stay OFF those threads; one reason is that I don't know enough to add anything, and the other reason is because there seems to be a lot of what I would call "unreligious" things being said on them.

Sometimes I'm thankful I'm not in some of those good old American religions, so I'd never bash anybody's faith.

Bush v Christian Right on Islam AND BUSH IS THE WOLF


It is doubtful that most conservative Christians noticed, or would even be concerned, but President Bush and Secretary of State Colin Powell have recently denounced conservative Christian leaders for remarks characterized as disparaging to the religion of Islam.

In a clear refutation of Christian leaders Bush said, "Some of the comments that have been uttered about Islam do not reflect the sentiments of my government. Islam is a peaceful religion, a religion that respects others. Ours is a country of tolerance, and we respect the faith and we welcome people of all faiths in America." He further said, "By far, the vast majority of American citizens respect the Muslim faith."

The London Guardian reported, "Colin Powell, the US secretary of state, condemned America's Christian right yesterday for propagating hatred against Muslims, in what appeared to be a coordinated White House campaign to confront anti-Islamic rhetoric from a constituency that includes some the Bush administration's staunchest supporters."

Speaking of remarks made by Jerry Falwell, Pat Robertson, and others, Powell said, "This kind of hatred must be rejected." According to The Guardian, "The administration's increased willingness to confront the Christian right reflects the Republican's sweeping victories in last week's mid-term elections, reducing Mr. Bush's reliance on the extreme fringes of his support base."

To emphasize his support for Islam, Bush again invited Muslims to the White House that he might join them in celebrating Ramadan.

Interestingly, while Bush is publicly denouncing Christian leaders and embracing Islam, at least one military analyst is warning that Islamist jihad warriors could be infiltrating the U.S. military as a launching pad for future acts of terrorism.

World Net Daily reported, "Jihadists, those looking to infiltrate America and turn U.S. citizens into pawns of terrorist warfare, may be looking to penetrate lower echelons within the U.S. military."

WND quoted military analyst and writer Tom Knowlton as saying, "On November 5, 2002 Abdul Raheem Al Arshad Ali, a former Marine and Gulf War veteran, became the third suspected terrorist associated with the Dar-us-Salaam mosque in Seattle (now renamed the Dar ul Islam Masjid mosgue) to be arrested for alleged ties to al-Qaida."

Furthermore, a November 14 article in CNS News stated, "A burgeoning black Muslim movement in America includes many who converted to the religion while behind bars and who are ready-made terrorists as soon as they leave prison, according to several Islamic and terrorism experts."

President Bush overlooks 1,500 years of Muslim violence against Christians and Jews, the attacks of September 11, 2001, ongoing persecution perpetrated by Islamic governments throughout the world, the recent murders by Muslim snipers in and around Washington, D.C., plus continued surreptitious and sinister activity being conducted by Muslims within our own country to rebuke Christian leaders.

Many believe Bush is doing this for the purpose of impugning the importance of Christians to the future policies and agenda of his administration. Bush obviously believes that Republican victories at the polls served as a repudiation of conservative Christian principles and is sending the message loudly and clearly that conservative Christians need not expect him to submit to their appeals. It will be more than interesting to see how long it takes for Christians to get the message.

  A return to a strictly Constitutional form of federal government will automatically repeal and abolish all unconstitutional federal involvement in states issues such as: crime, health, education, welfare and the environment. The Tenth Amendment will again be in effect, which will bar all federal attempts at legislating social issues. This will also require that social programs such as Social Security, welfare and Medicare be repealed. So too, will most federal subsidies.

• We further call for the rescinding of all treaties and/or International Agreements which are not in perfect agreement with the federal government’s Constitutionally mandated task of protecting the rights of the people.

• We believe that the United States should disassociate itself from the U.N. and that the U.N. should be forced to leave the United States. Furthermore, we demand that the federal government refrain from meddling in the business and squabbles of foreign nations, unless there is an imminent threat to the people of the United States.

• We also call for the strengthening of our military and defenses; the effective control over illegal immigration and smuggling; the paying down the national debt; and strict control over federal agencies like the CIA and the FBI.
