She should pursue the matter until her original passport is in her hands.

Looks like the only way that eBay may look at this if someone reports the stolen passport to law enforcement.

The high bidder could report the issue to eBay since he has a pending transaction with the seller. The woman in Israel needs to be contacted (otherwise you may be mentioned in the press as "buying" a passport for questionable means).

eBay is a joke and has continually insulated themselves from direct contact.

The shill bidder who outbid and then retracted the bid also makes this a suspect auction (some bidders will do this so they can snipe only on auctions that are within their budget).

I reported a violating auction one time and never heard back and saw that the auction was allowed to proceed to completion. That eBay stops legitimate auctions is more baffling.

If you aren't pro-active in this, eBay may try to collect their auction commission from you.

Meanwhile the Chinese boy's passport did sell (for under a hundred dollars). A couple of other passports this seller listed went unsold.
