I think the Speed thing has to do with its tracking ability: ie HST (High-speed-tracking)...and eroneously in the title seems to indicate the speed of the Laser itself.
No self respecting scientist or engineer would ever attempt to stratify the speed of light into slow and fast...
Some scribe missed the point on this one
