Ask your party leadership for a copy of their GOTV phone lists for your area. They should have it qualified. It should identify Republicans and grade them by their level of support and likely-to-vote status. (strong favorable, favorable, leaning, neutral, opposed, strongly opposed)
With this list and some of your activist friends you can begin making phone calls. Prepare a script thanking them for their support and letting them know you are engaged in making the party more active. Ask to confirm their mailing address and household members, then ask for their e-mail address.
Start with likely-voters with strong favorable ratings.
That would be valuable data to the party overall. Therefore, do not let the Party leadership charge you for a copy of the list. Tell them you will provide them with your results in exchange.
You can also hire teenage girls (they are best, people hate to hang up on them) at $6-7 per hour. Each one could call 15-20 homes per hour.
4-8 kids phoning for 4 hours in the evening can rack up good results over a week or two. (try to have them all work in the same room, at a business after hours for instance. It vastly improves productivity)
Note: If the State Party does not have GOTV database, contact the NRCC in Washington DC.
You may also wish to contact the Eagle Forum. They have been promoting GOTV and developing lists for several years now.

I don't believe asking people to work to make their community a better place and to give back to their communtiy through electing those who believe in a better America is SPAM. Do you. If you do, I'd have to curse you, and hope you live in a Democratic dominated area.Political appeals will be well received when you're preaching to the choir. When you're trying to sway people outside the choir, the swing vote we must target, expect your efforts to largely be flushed as spam. Happens every day. I'm not trying to discourage you, just reply to your inquiry. Also, you might lay off cursing folks and wishing ill on them for candidly answering your inquiry. No one I've yet seen on this thread disagrees with your objectives, some are merely pointing out flaws in your means.
Getting email lists of registered Republicans isn't easy, if you choose to pursue this. Commercial lists can be had for a price, but they're not usually politics or ideology derived. There are lots of ways to reach voters. Ultimately, you do want to reach registered Republicans to make sure they make it to the polls, and you want to get as many other folks to vote likewise. Lots of ways to achieve this. If you re-phrase your inquiry, you'll get all sorts of resources with which to work. Good luck.

I agree with what one of the other posts suggested.
Use the money to get a web site and a real domain name (check www.pair.com for a good hosting service - I use them). If you can't get the site professionally designed, if you have a few technically savvy people, you can use FrontPage and buy an entire site template for between $15 - $30. You just have to fill in the words.
Then publicize the site (either by a postal mailing or some other way) and provide the ability for people to subscribe to your e-mailings. You'll have your e-mail list from that.
People hate unsolicited e-mail. But if they subscribe to a list, it's different.

web-hosting service : $35-$50 / month.
HTML capable person to write it: An enthusiastic volunteer...

Sending a mass email asking them that question IS. Spam is about consent, not content.

If you are going to spam your community, you might find it more effective to claim to be the local democratic machine. You'll make far more people angry with your spam than you will make friends.
If you don't spoof the address, also be prepared for your ISP to cancel your account.
Spam, even on behalf of a good cause, is spam.

The end does not justify the means. That is democrat logic.

I know your feelings as I am the Chairman of my local Republican Party. The funds we have only allow for our annual BBQ-meet the candidate, advertising, etc. What I did was made a sign up sheet at all our events and told them if they wanted me to email them petitions, etc. they could give me their email. I got several to do this and they really like it.
I also refer these people to different conservative websites and of course FR. You would be surprised how fast the word gets out to others to visit the site. Also, get you a FR bumper/window sticker. People will be curious as to what this site is and visit. Probably get addicted like me.
We did more door to door and talking to people this year. I think this was the most effective. Good luck.

When I was contacted by somebody from the Republican party in getting out the vote, they asked me if I wanted to be on their email list. I said yes. So that's probably what you'd have to do ... contact everybody on the rolls and ask them. Besides, with prior permission, it wouldn't be spam.

Just got one tonight, in fact, thanking us for helping with the historical GOP win...I have no idea how he got our name and e-address, and usually don't even read the messages, but maybe contacting him if you haven't already would give some leads......
