Again you are looking at this as a simple majority. With a rotating presidency, and a consensual decision making system in place, there would be no centralization.

Miloshevich certainly improved Serbia's meager presence of 1 our of 8, given that Vojvodina and Kosovo were voting any way which they wanted, and that Serbs represented some 40+ percent of the population.

The 1974 constitution treated republics as sovereign states, and there is no way Miloshevich could have controlled Croatia or Slovenia by some imagianry centralization. The bottom line is: Croats in particular, and other in general did not want to see Serbia in its more equitable position in the federation. They liked the "uzhas" (narrow Serbia) concept -- the smaller the better.

Righting the wrong was not just Miloshevich's doing. Serbia's dismal position in the federation was the reaosn for SANU's Memorandum which, I suppose, most people who mention and even critcize have not even read, just like the Gazimestan speech.
