One, issued in 1994, required contractors that take over custodial and other services in public buildings from other contractors to give the employees of the previous contractor the right of first refusal on jobs for which they are qualified. Next we gotta figure out how to stop abuse such as that practiced by Jack Welch.

Jack didn't spend one penny out of his own pocket for this stuff, therefor he wouldn't have paid any sales tax.

(Hint: of the Republicans, only GWB had it, and he had it for two months... the other two were Dems).
I hope folks can now understand why Clinton suppported Republican legislation from '95 onward. Or why Carter got away with his sh*t, er, stupidities. Or how unbelievably great was Ronbo, in the face of Dem control of the House.
The Democrats controlled the House from 1931 to 1953 for all but two years, then from 1955 to 1995.
