I suspect that there has been a policy in place since about 1994 to deny terrorism in incidents such as this (TWA 800, Oklahoma, Egypt Air, etc.) in order to take away from terrorists their "credit" in hopes that it (a) keeps public confidence up and (b) thwarts the publicity efforts of terrorists.

I agree. And if only one plane crashed into the twin towers on 9/11, I'm sure it would have declared a tragic accident.
