12:57PM Halliburton responds to Judicial Watch lawsuit (HAL) by Michael Baron Halliburton (HAL) is off 30 cents, or 2.1 percent, to $13.82, in midday action. The company is out with a press release responding to a lawsuit filed by Judicial Watch, a Washington, D.C.-based legal watchdog group. The suit alleges fraudulent accounting practices at Halliburton took place during the period when current vice president Dick Cheney served as its chairman and CEO. Halliburton called the claims in the suit, "untrue, unsupported, and unfounded." The company continued: "We are working diligently with the SEC to resolve its questions regarding the company's accounting procedures. Halliburton has always followed and will continue to follow guidelines established by the SEC and GAAP, General Accepted Accounting Principles."

The reading I've done on impeachment indicates an executive may be impeached for a variety of misconduct - and that the timeframe is not limited to time spent in office. While the primary goal of impeachment is as a check on abuse of political power, any conduct that brings dishonor on the office or interferes with a President's ability to carry out his duties is grounds for impeachment.
In my estimation, revelations of wrongdoing before the person held office could merit impeachment. Certainly severe criminal offenses would interfere with the work the President was elected to do, regardless of when the offenses were committed.
Of course, nothing I've seen would indicate this should even be a topic of discussion in regard to VP Cheney. Makes for interesting constitutional chat, though.

I think Klayman brought this suit as part of a larger plot to hinder the Democrats. Bring what amounts to a frivolous lawsuit against Cheney, so that when the whole suit gets flushed down the toilet, nobody can say it wasn't investigated, and it would, for all practical purposes, be laid to rest. Any further attempts by Democrats will be seen as piling on and political grandstanding, just like all this crap about what Bush did back in the 80's is considered a "dead" issue by the Washington Post.
How's that for spin and tinfoil hat thinking?
