Osama bin Laden is to give another televised address to the world.

The al-Qaeda leader is to deliver a hate-filled video on July 4, American Independence Day.

The announcement was made on the Arabic Sahab website which issues daily information on the war in Afghanistan.

Bin Laden was pictured on the site, kneeling between two al-Qaeda officials.

His spokesman Sulaiman Abu Ghaith says: "America should get ready and fasten its safety belt.

"We will come to them from where they don't expect. Yes, we will wage attacks but at the right time, at the place we want, in the way we please."

On Friday the FBI were taking seriously a Lebanese-born man's claims to have overheard a mobile phone conversation in Arabic about an attack on Las Vegas.

But yesterday they said they had no evidence of any threat on July 4.

According to Michael Hamdan, the speakers said: ``"We are here in the city of corruption...the city of gambling and prostitution, the city of the unbelievers.

The warlord, who was behind the September 11 attacks on New York's World Trade Center and the Pentagon, has not been heard from since he was detected on December 11 at his eastern Afghan hideout in Tora Bora.

American intelligence sources believe he is surrounded by al-Qaeda's high command either in Afghanistan or Pakistan. The FBI has also been tracing another website, alneda. com, the mouthpiece for al-Qaeda.

The site has audio and video clips of bin Laden and photographs of al-Qaeda suspects in detention in Pakistan.

There also appear to be coded messages for followers to transmit instructions for attacks.

It has been closed down twice by US intelligence forces after appearing in Malaysia and Texas.

Earlier this month the site posted a message of condolence from terrorist and Taliban chief Mullar Mohammed Omar after the death of a Pakistan scholar.

It was revealed yesterday that the man believed to have recruited September 11 hijacker Mohammed Atta to al-Qaeda was investigated in 1999.

Mohammed Haydar Zammar, 41, attracted the attention of German intelligence after making contact with bin Laden's suspected financial chief.

Zammar was arrested in Morocco this week along with other suspected al- Qaeda members, including Abu Zubair al-Haili.

Al-Haili is thought to have been pivotal in training hijackers for September 11.

Some people would tell you that those kind of tactics would never work. But I on the other hand think if we said we would blow Mecca off the map in the event of another attack on our soil that the threat would indefinitely deter another immediate terrorist attack. A threat like that would have immediate effects on the entire Muslim world. And although they would almost definitely use the threat as propaganda throughout the Middle East I still think that we wouldnt see anymore terrorist attacks. I personally could care less about how those people 'over there' feel about us as long as they didnt bring their arguments 'over here' and I think that this kind of threat would accomplish exactly the right things.

I gotta figure that July 4th is too tempting for the Jihadi not to attack.

Benny has cancer, too. I have my doubts that he's alive. Anyway, why does it take one mastermind to figure out how to conduct acts of terror???? This is something that has baffled me since 9/11. Couldn't they have caused mass hysteria by now? Why did a few guys hijacking a couple of airplanes with knives take so much agonizing planning and direction?

If one of these guys wanted to hold up a service station, it seems like they would have to triangulate a satellite connection with Osama Ben Laden in some cave in Central Asia, and then Ben Laden would have a big powwow in another cave in Central Asia, which would be videoptaped, and they would say things like, "money will come to us like a torrent, from a small place. We have a brother in place, and he has fire in his hand. IN the land of the unbelievers, he will hit and run, and the infidels' money will be in his clutches." Then, the man will go to the service station, and do his deed, but he'll try to use a flare gun with a shotgun shell, and he'll fail miserably. It's bizarre! I guess they're just so nuts, that they're really quite inefficient. Too bad there's so dang many of them, or they'd be about as much of a threat as the KKK.

Since Independence Day is so symbolic of America and what it stands for, I believe that the terrorists would target this one day above all others. Since there will be huge groups of people congregating in the major cities for fireworks, etc., there is cause for concern. Still, I plan to carry out my normal routine on that day and so should everybody else. I plan to be in Boston, along the Charles River along with 600,000 other people.

I'm not sure that he is not alive and if he isn't...why should he hurry to prove it?

We are spending multi-billions on anti-terrorism measures,
we are, all but daily, alarming our populace with 'new threats',
we are eroding the confidence in our financial markets with these threats,
and we have all but suspended the Constitution...

I really don't think he would be 'in a hurry' while watching this 'parade' by pass...

The message was sent through secret diplomatic channels.Mecca and Medina would be irradiated and made un-inhabitable for centuries...The US should do the same and send a similar message to the Saudis, Iranians, Syrians etal.

Maybe such a message already has been put out by the Bush Administration and that might explain why nothing of significance has occurred on American soil since 9/11.

Well, one can hope.
